Rivers State Signage and Advertisement Agency (RISAA)
The Rivers State Signage and Advertisement Agency (RISAA) was established in 2015 under the Outdoor Advertisement Law No. 2 by the Rivers State House of Assembly. This initiative followed a Memorandum of Understanding between the state government and the chairpersons of the 23 local government councils, granting RISAA exclusive authority to regulate outdoor advertising across Rivers State. RISAA is legally empowered to register, collect fees, and issue permits for all billboards and outdoor signage, ensuring that advertising practices align with state standards and contribute to organized urban aesthetics.
How to Apply
Process for advertising with RISAA
Identify Advertisement Type – Choose from billboards, digital signage, transit ads, event sponsorships, or other available options.
Prepare Application Materials – Gather necessary documents, including design plans and proposed locations.
Complete Application Form – Fill out the official application form accurately.
Submit Application – Deliver the completed form and documents to RISAA’s office at No 51B Woji Road, GRA Phase II, Port Harcourt.
Compliance Review – RISAA reviews your submission, checks for compliance, and may request modifications if needed.
Approval Notification – If approved, you will receive an official notification from RISAA.
Payment of Fees – Make the required payment as specified by RISAA.
Permit Issuance – After payment, RISAA provides the official permit allowing you to proceed with the advertisement.
Installation Scheduling – Coordinate with RISAA to schedule and install the advertisement.
Compliance Monitoring – RISAA oversees installation to ensure it meets safety and design standards.
Final Inspection – RISAA conducts a final check before the advertisement goes live.
Ongoing Monitoring – Regular inspections ensure continued compliance.
Addressing Violations – If non-compliance is detected, RISAA will issue a notice with a deadline for corrections.
Enforcement Actions – Failure to comply may lead to penalties or removal of the advertisement.
